Pollution COUNTY OF SUFFOLK Steve Levy EXECUTIVE ORDER NO. 48-2005
Pursuant to Sections 3-2, 3-3, 3-4, and 4-2, of the SUFFOLK COUNTY CHARTER, the
Gabreski Airport Community Advisory Board (Board) is hereby created to provide comments and suggestions for better
communication between Francis S. Gabreski Suffolk County Airport's management and the residents of the airport's
neighboring communities regarding the compatibility of the airport with its proximate communities; the airports
operations; the development and implementation of the Francis S. Gabreski Airport Master Plan Update and the Gabreski
Airport Planned Development District Master Plan; and the enhancement of safety and aesthetics at the airport,
to consist of the following thirteen (13) members:
1.) the Airport Manager of the Francis S. Gabreski Suffolk County Airport, or his
or her designee; 1.) the diversified role and economic and social importance of an airport; 8.) activities designed to promote community compatibility with a primary objective
to enhance safety at the Airport and acceptance by the neighboring community and to improve the airport's responsiveness
to its neighboring communities.

2.) the Planning Director of the County Department of Planning, or his or her designee;
3.) one (1) representative from the Westhampton Village Chamber of Commerce;
4.) one (1) representative from the Westhampton School District, to be selected by the Westhampton School Board;
5.) the Commissioner of the County Department of Economic Development and Workforce Housing or successor department
thereto, or his or her designee, who shall serve as Chairman of the Board;
6.) one (1) representative selected by the Quogue Civic Association in consultation with the Mayor of the Village
of Quogue;
7.) one (1) representative with a background of at least five (5) years in the field of business aviation, to be
selected by the County Executive;
8.) one (1) member of a widely recognized or publicly acknowledged environmental organization, to be selected by
the County Executive;
9.) one (1) civic leader to be selected by the Mayor of the Village of Westhampton Beach;
10.) one (1) civic leader from the Town of Southampton, to be selected by the Supervisor of the Town of Southampton;
11.) one (1) representative from the public at large, to be selected by the County Executive;
12.) the Commander of the United States Air National Guard's 106th Air Rescue Wing, or his or her designee; and
13.) one (1) representative with a background of at least five (5) years in the field of recreational aviation,
to be selected by the County Executive.
The purpose and function of the Gabreski Airport Community Advisory Board is to report to the County Executive
and County Legislature on May 31st of each year as to how the Francis S. Gabreski Airport Master Plan Update and
the Gabreski Airport Planned Development District Master Plan impact the following:
2.) projects to enhance the beauty, safety, acceptance, and compatibility of the airport with the neighboring environment;
3.) airport master planning efforts; airport development projects; environmental impact and noise-abatement best
practices;
4.) accident prevention and safety, such as obstruction removal, pavement repair, vehicular hazards, signage, navigational
aids; improved maintenance, safety areas, air-traffic control procedures;
5.) the dissemination and interpretation of Federal Aviation Administrations rules and regulations;
6.) accessibility of the airport to the public;
7.) airport emergency plans and drills for fires, crashes, natural disasters, and terrorist actions; and
The Board shall hold its first meeting no later than thirty (30) days after the oaths of office of all members
have been filed, which meeting shall be convened by the chairman of the Board for the purpose of organization and
the appointment of a vice chairperson and a secretary.
The members of the Board shall serve without compensation and shall serve at the pleasure of their respective appointing
authorities.
The Board shall hold regular meetings, keep a record of all its proceedings, and determine the rules of its own
proceedings with special meetings to be called by the chairperson upon his or her own initiative or upon receipt
of a written request therefor signed by at least three (3) members of the Board. Written notice of the time and
place of such special meetings shall be given by the secretary to each member at least four (4) days before the
date fixed by the notice for such special meeting.
Seven (7) members of the Board shall constitute a quorum to transact the business of the Board at both regular
and special meetings.
Any clerical services involving the month-to-month operation of this Board, as well as supplies and postage as
necessary, will be provided by the staff of the County Department of Economic Development and Workforce Housing.
The Board shall conduct such informal hearings and meetings at any place or places within the County of Suffolk
for the purpose of obtaining necessary information or other data to assist it in the proper performance of its
duties and functions as it deems necessary.
The Board may delegate to any member of the Board the power and authority to conduct such hearings and meetings.
The Board is hereby authorized, empowered, and directed to hold at least two (2) public hearings throughout the
County of Suffolk to assemble the data and information necessary to ascertain the views, wishes, and opinions of
the residents of Suffolk County.
