[This memo, prepared by the airport's business manager, summarizes the Lease
Screening Committee meeting of May 20, 2005. Appended to it are copies of nine resolutions granting preliminary
approval for various projects at the airport; seven of these cover hangar construction and establishment of new
"fixed base operations." The most significant part of the document (highlighted in red) is a proposal
to amend these resolutions to exempt all the projects from environmental

EXCELAIRE
ExcelAire submitted a revised application to lease 5-10 acres for the construction of a full service FBO that will
include a fuel farm. The project is to be completed in two phases. Phase I will consist of the 20,000 gallon fuel
farm, and a building consisting of 5200 SF of Office space and 24,960 SF of Hangar space with a parking area for
54 cars. Phase II to consist of another building consisting of 5200 SF of Office space and 24,960 SF of Hangar
space with a parking area for 54 cars.
Committee Actions
Motion by Carolyn Fahey to approve non-site specific for 5 acres, for the construction of a fixed base operation,
substantially conforming to the preliminary site plan, which includes a 20,000 gallon fuel farm, a building consisting
of 5200 SF of Office space and 24,960 SF of Hangar space with a parking area for 54 cars, at an appraisal rate
set by the Division of Real Estate, at a location to be determined in the future by the Department of Economic
Development and Workforce Housing with a 60 day right of first refusal for an additional 5 acres, subject to site
plan approval by Airport Manager, DPW for code review, Health Department etc. with stipulation that facility cannot
tie into the airport utility grid and be required to provide their own connections to infrastructure when available.

Next Steps
Upon completion of the Airport Lease Parcel Layout Plan, ExcelAire will finalize location with the Airport Manager.
ExcelAire will then need to file Form 7460 (notice of proposed construction) with the FAA. ExcelAire will need
to be on agenda for next meeting so to rescind the approval for technical correction and committee will need to
make a SEQRA determination or refer to CEQ.
NEW APPLICATIONS
TACTRONICS, INC.
Tactronics is a privately held, Department of Defense small business headquartered on County Road 31 in Westhampton
Beach. They also have facilities in Fayetteville, NC and Tennessee. They are expanding and are requesting approval
to lease 5 acres on the south side of the airport property for the construction of a hangar and aviation related
maintenance facility.

Motion by Legislator Schneiderman regarding SEQRA determination that the proposed project is an unlisted action
with a negative declaration for the following reasons:
1. The proposed action will not exceed any of the criteria in Section 617.7 (c) (1) of Title 6 NYCRR that sets
forth thresholds for determining significant adverse impacts on the environment.
2. The proposal does not appear to significantly threaten any unique or highly valuable environmental or cultural
resources as identified in or regulated by the Environmental Conservation Law of the State of New York or the Suffolk
County Charter or Code and;
3. The site does not appear to suffer from any severe environmental development constraints (no poor soil properties,
no high groundwater and no unmanageable slopes);
4. The project is in conformance with the Central Pine Barrens Joint Planning and Policy Commission Standards and
Guidelines for Development within the Compatible Growth Area of the Central Pine Barrens.
5. The proposal is in conformance wit the Airport Master plan.

HAMPTON JITNEY
Hampton Jitney is a current tenant in good standing at the airport. Since
they are located within the planned industrial park area, they requested approval to lease 3 acres on the south
side of the airport for relocation of their parking and waiting area.

Motion by Legislator Schneiderman regarding SEQRA determination tat the proposed project is an unlisted action
with a negative declaration forte following reasons:
1. The proposed action will not exceed any of the criteria in Section 617.7 (c)

planned industrial park area, they requested approval to lease a 1500 Sq. Ft. building off of Route 104 with 8,095
Sq. Ft. of property.

with stipulation tat facility cannot tie into the airport utility grid and be required to provide their own connections
to infrastructure when available. Further that all signage be submitted to the Town of Southampton for approval.

DBA Transportation
DBA is current tenant of good standing at the airport. They lease .25 acres of paved area for parking of 5 buses
that they use to transport for AHRC employees. Since they are currently located within the planned industrial park
area, they requested approval to lease a parking area behind the Sheriffs building for parking their 5 buses.

Motion by Legislator Schneiderman regarding SEQRA determination that the proposed project is a Type II action with
no SEQRA determination necessary for the following reasons:
1. Since the lease will be for existing paved property with no construction or land
development, no further environmental review is necessary.

PROPERTY LEASE AT FRANCIS S. GABRESKI AIRPORT TO AMPCO II LLC. OF 5 ACRES
FOR CONSTRUCTION OF CORPORATE HANGAR
WHEREAS. the Airport Lease Screening Committee
has received and reviewed an application submitted by Ampco II LLC., requesting to lease property at Francis S.
Gabreski Airport for the purposes of constructing a corporate hangar, and
WHEREAS, Suffolk County Code §C15-4(D)
requires that any action by the Airport Lease Screening Committee which is not approved by the unanimous vote of
the entire membership of said Committee be submitted for consideration by the Suffolk County Legislature, and
WHEREAS, in the absence of the unanimous
vote of the entire membership of the Committee the Airport Lease Screening Committee must refer the application
to the County Legislature for its consideration; now, therefore, be it
RESOLVED, that the Airport Lease Screening
Committee hereby approves the leasing of acres of property to Ampco II LLC. for the purpose of constructing a 130X
130 SF. corporate hangar, and be it further,
RESOLVED, that the term of the lease
shall be for twenty years at an annual rate as determined from the most recent appraisal by the County Real Estate
Division, with an option to renew for twenty years, subject to the terms and conditions as set forth by the County

OF 4 ACRES FOR A FIXED BASE OPERATION
WHEREAS, The Airport Lease Screening Committee
has received and reviewed an application by Eastway Aviation requesting approval to lease 4 acres of property at
Francis S. Gabreski Airport for construction of a 30,000 SF Hangar, an adjacent 6,000 SF office and passenger terminal
building, 300,000 SF of ramp space and a 20,000-gallon fuel farm, and
WHEREAS, Suffolk County Code §C15-4(D)
requires that any action by the Airport Lease Screening Committee which is not approved by the unanimous vote of
the entire membership of said Committee be submitted for consideration by the Suffolk County Legislature, and
WHEREAS, in the absence of the unanimous
vote of the entire membership of the Committee the Airport Lease Screening Committee must refer the application

FIXED BASE OPERATION AND FUEL FARM AT FRANCIS S. GABRESKI AIRPORT
WHEREAS, the Airport Lease Screening Committee
has received and reviewed an application, Environmental Assessment Form and preliminary site plan to approve the
leasing of property at Francis S. Gabreski Airport to ExcelAire Services, Inc. for the construction of a fixed
base operation to include a 20,000 gallon fuel farm, a building consisting of 5200 SF of Office space and 24,960
SF of Hangar space with a parking area for 54 cars, now be it hereby,
RESOLVED, the Airport Lease Screening
Committee hereby approves a land lease to ExcelAire Services, Inc. for 5 acres for the construction of a fixed
base operation, substantially conforming to the preliminary site plan, which includes a 20,000 gallon fuel farm,
a building consisting of 5200 SF of Office space and 24,960 SF of Hangar space with a parking area for 54 cars,
at a location to be determined in the future by the Department of Economic Development and Workforce Housing and
be it further,
RESOLVED: that the approval is subject
to there being a SEQRA review of the project once a location is finalized which results in a negative declaration
by the Committee, and be it further,
RESOLVED, that the lease include a
60 day right of first refusal for an additional 5 acres for the construction of another building consisting of
5200 SF of Office space and 24,960 SF of Hangar space with a parking area for 54 cars, subject to site plan approval
by Airport Manager and the Department of Economic Development and Workforce Housing, Suffolk County Department
of Public Works, Suffolk County Health Department, and be it further.
RESOLVED: that the lease be subject
to all utilities and necessary and appropriate infrastructure as required with the tenant required to provide their
own connections to infrastructure when available and that it cannot tie into the airport utility grid, and be it
further
RESOLVED that the lease shall be at
an annual rate to be determined from an appraisal by the County Real Estate Division, subject to the terms and
conditions as set forth by the County Attorneys Office, and be it further,
RESOLVED: that iii the judgment of
the Airport Lease Screening Committee, the above activity is determined to be economically beneficial to the County
of Suffolk and in the public interest.

LEASE FOR PROPERTY TO TACTRONICS, INC. FOR THE CONSTRUCTION OF HANGAR
AT FRANCIS S. GABRESKI AIRPORT
WHEREAS, the Airport Lease Screening Committee
has received and reviewed an application and Environmental Assessment Form to approve the leasing of 5 acres of
property at Francis S. Gabreski Airport to Tactronics, Inc. for the construction of a 20,000 SF aircraft hangar
and aviation related maintenance facility, now be it hereby
RESOLVED, the Airport Lease Screening
Committee hereby approves a land lease of 5 acres to Tactronics, Inc. for the purpose of constructing a 20,000
SF aircraft hangar and aviation related maintenance facility, and be it further,
RESOLVED, that the lease be subject
to site plan approval by the Airport Manager and the Department of Economic Development and Workforce Housing,
Suffolk County Department of Public Works, Suffolk County Health Department, and be it further,
RESOLVED: that the lease be subject

Screening Committee, being the lead agency under S.E.Q.R.A. pursuant to Suffolk County Charter C15-4 (I)), hereby
finds and determines that this resolution constitutes an unlisted action with a negative declaration, pursuant
to Title 6 of the New York Code of Rules and Regulations ("NYCRR") §617.2 (ak) and that implementation
of this action will not have a significant impact on the environment for the following reasons:
1. The proposed action will not exceed any of the criteria in Section 617.7 (c)
(I) of Title 6 NYCRR that sets forth thresholds for determining significant adverse impacts on the environment.
2. The proposal does not appear to significantly threaten any unique or highly valuable environmental or cultural
resources as identified in or regulated by the Environmental Conservation Law of the State of New York or the Suffolk
County Charter or Code and;
3. The site does not appear to suffer from any severe environmental development constraints (no poor soil properties,
no high groundwater and no unmanageable slopes);
4. The project is in conformance with the Central Pine Barrens Joint Planning and Policy Commission Standards and
Guidelines for Development within the Compatible Growth Area of the Central Pine Barrens.
5. The proposal is in conformance with the Airport Master plan.
RESOLVED: that pursuant to Suffolk County
Charter C15-4 (D), the County Executive & Presiding Officer or their designee be and they hereby are authorized
to execute, seal and acknowledge the Lease Agreement on the above described use and on the above described conditions
between Tactronics, The, and the County of Suffolk, and upon such other terms and conditions as may be approved
by the County Executive

building and 8,950 SF of property off of Route 104 at Francis S. Gabreski Airport to Holey Moses Cheesecake Inc.
for the relocation of their cheesecake manufacturing facility, now be it hereby
RESOLVED, the Airport Lease Screening
Committee hereby approves a lease for the 1500 SF building and 8,950 SF of property to Holey Moses Cheesecake,
Inc. for the relocation of their cheesecake manufacturing facility, and be it further,
RESOLVED. that the lease be subject
to site plan approval by the Airport Manager and the Department of Economic Development and Workforce Housing,
Suffolk County Department of Public Works, Suffolk County Health Department, and be it further,
RESOLVED: that the lease be subject
to all utilities mid necessary and appropriate infrastructure as required with the tenant required to provide their
own connections to infrastructure when available and that it cannot tie into the airport utility grid, and be it
